How much does continually polling a motor for its position, velocity, and running status affect a running program? If I have a program to send a pulse at a specific position, is there a worst case response time if the pulse is asserted by the example in the documentation?

If it's a Class5 motor and you fire I/O based on a soft limit interrupt, you won't see any delay.
If you can expain more about your application, there may be other software solutions... such as firing I/O based on a CAM table... even if you aren't running any CAM positions.
